AKELEY CITY COUNCIL
REGULAR MEETING
APRIL 11, 2007
7:00 PM CITY HALL
The Akeley City Council met in a
regular meeting Wednesday April 11, 2007 at 7:00 pm. Mayor Tom
Moore called the meeting to order. Council members present were Tom
Moore, Brian Hitchcock, Frank Lamb, Cliff Johnson and Eric Sjolin.
The Pledge of Allegiance was recited by the Council and attending
audience.
Motion by Brian Hitchcock seconded by
Cliff Johnson and carried to approve the consent agenda.
Katie Magozzi provided an update on
the Scenic Byway Project. The signs are being manufactured and will
be installed as soon as they are finished. The city’s matched
dollar amount is to be paid as soon as possible.
Motion by Brian Hitchcock seconded by
Frank Lamb and carried to approve to pay $2,811.00 to the Lake
Country Scenic Byway Association out of the Community Fund.
Lenard Ridlon stated the Senior
Citizen Club will pay to have the parking lot paved this summer.
Dan Husby will be contacted to finish the cement work in the back
before paving takes place. Lenard suggested that the city look into
possibly paving between the grocery store and city hall to help
guide the water away from the buildings to prevent water from
getting into the ductwork.
Bob Winner requested permission to
purchase a big screen TV which he believes will increase business at
the liquor store. The cost will be about $1,500.00 for the TV, tax,
hardware and warranty.
Motion by Frank Lamb seconded by Brian
Hitchcock and carried to approve to allow Bob to purchase a big
screen TV using liquor store funds.
Bob also stated he would like to see
if the liquor store could be open on some Sundays such as Super Bowl
Sunday, the Sunday of Paul Bunyan Days, Memorial Weekend, Labor Day
Weekend etc. This will have to be checked into.
Police Report - Chief Eric
Klein
·
There are still dog
issues and more have been taken to the shelter. Eric believes the
budget may have to be increased next year due to boarding costs.
·
The traffic survey has
not been conducted yet due to winter weather.
·
The excessive calls
meeting did not take place with the council yet. Eric is looking
into having complaint forms filled out by citizens if they don’t
require immediate attention.
·
The trailer recovered by
the Police Department has no serial numbers on it so there is no way
to identify the owner. Eric would like to put it up for sale by
sealed bids unless the city has a use for it.
Motion by Brian Hitchcock seconded by
Eric Sjolin and carried to approve to allow the trailer to be sold
by the sealed bid process unless deemed necessary for city use.
·
City ordinance 92.99
regarding the nuisance penalty phase needed clarification.
Motion by Frank Lamb seconded by Brian
Hitchcock and carried to approve to allow city ordinance 92.99 to
state, “Violation of any provision of this chapter, after either a
written warning, a verbal warning or a citation shall be a
misdemeanor and punished as provided in 10.99.”
Tom Moore reminded everyone that the
April Board of Appeals Meeting is on Tuesday, April 17th
at 11:00 AM and that the full council should be there.
A proclamation from the mayor will be
posted stating that April 2007 is Sexual Assault Awareness Month in
honor of all the Minnesotans that have dedicated their lives and
their time to ending sexual violence in our state.
Everyone was reminded that Saturday,
April 28th is Akeley Clean Up Days which begins at 9:00
AM at the water tower.
Old Business
Cliff Johnson asked Bob Winner about
the results of the inspection performed on the liquor store by the
health inspector. All of the paperwork has been turned in and a few
updates are still in the process of being made.
Denise Rittgers explained the charges
regarding water and sewer for new businesses starting in town. The
regular $500.00 water hook up and $250.00 sewer hook up fees are
waived as an incentive for new businesses. Instead, new business
permits can be obtained at $25.00 for water hook up and $25.00 for
sewer hook up.
Cliff Johnson asked if we have
received applications for the Water/Sewer/Maintenance position. We
have received two so far but the last day to accept applications is
April 27th at noon.
New Business
Frank Lamb stated the new bench and
one of the new garbage receptacles will be placed by the Paul Bunyan
Statue and the other garbage receptacle will be placed by City
Hall. He said a $300 grant from Itasca Mantrap helped the Lions
Club and Garden Club purchase these items and encouraged the city to
look into applying for a grant for other items which could be used
by the city.
Motion by Brian Hitchcock seconded by
Frank Lamb and carried to approve to pay the Paul Bunyan Days
Committee $3,000.00.
Frank Lamb asked about the insurance
coverage for the City Hall/Senior Citizen Center. Denise talked to
Dick Brado from Avenson Insurance Agency and he stated that the
building is covered and the policy will be updated upon renewal in
July.
Some discussion was held regarding the
possibility of Frank Thelin shadowing Tony Poncelet for a few hours
each week. No final decision was made since there were concerns
with liability.
Motion by Frank Lamb seconded by Brian
Hitchcock and carried to adjourn.
