REGULAR MEETING MINUTES
The Akeley City Council met in a regular meeting Wednesday June
9, 2010 at 6:00 pm. Mayor Jennifer Mitchell called the meeting
to order. Council members present were: Brian Hitchcock, Cliff
Johnson, Troy Hegg and Terry Chalich. The Pledge of Allegiance
was recited by the Council and attending audience.
Motion by Jennifer Mitchell seconded by Brian Hitchcock and
carried to approve the consent agenda with one exception that
Lacey Hitchcock is not present to give the Liquor Store Report.
10th & 11th Crow Wing Lake Association.
Frank Thelin had attended the lake association meeting and
reported to the council some concerns and issues that the 10th
& 11th Crow Wing Lake Association is having.
Some of the concerns include: water quality at the Akeley
Campground, shoreline erosion, and curly leaf pond weed. Frank
stated when he gets more information from the Association he
will get back to the council.
A motion was made by Jennifer Mitchell and seconded by Terry
Chalich and carried to approve hiring Part Time Clerk
Assistant Susan Walter.
A motion was made by Terry Chalich and seconded by Cliff
Johnson and carried to set wage at $10.00 per hour for the
Part Time Clerk Assistant position.
A motion was made by Jennifer Mitchell and seconded by Terry
Chalich and carried to accept the resignation of Frank
Thelin from the Fire Board.
Liquor Store Report – Lacey Hitchcock
No
report was given.
Water/Sewer/Maintenance Report - Frank Thelin
Frank reported that the curb and gutter on Hwy 34 and Pleasant
Ave will be done either Friday, June 11th or Monday,
June 14th depending on the weather. Denise Rittgers
stated that the permit from the DOT came in today for that
project.
Frank stated he would be putting the swimming raft in on June 10th
and the swimming buoys for the beach.
Frank stated he is still working on bids for the irrigator.
Frank stated that he would like to get approval from the council
to upgrade the cell phones. Evidently they were a Cell One Co
and they need to be updated to AT&T Mobility. Council approved
Frank to do this.
Jen
asked how the Surveys were doing that had been sent out in the
June water bills. Frank stated that we have received 15 or 16
back. Most are concerned with Second and Hulet. A few of them
would like to see pavement and few would just like to see pot
holes filled in. Cliff Johnson asked Frank if he had a chance
to price out Chloride for the dust on Crow Wing Lake Dr, Frank
stated he had not talked to anyone yet about it.
Terry Chalich asked Frank about the Water Tower Cleaning
Project. Frank stated that he is going to call the Companies
back, go through the bids a little closer and make sure the
prices are still good and then come back to the council to give
his recommendation. Frank stated it should only take one day to
clean the tower.
Cliff asked Frank if he was going to get on the Roads tomorrow,
(June10, 2010), Frank said he would try. Cliff also reminded
Frank that the ram for the blade needs to be looked at. Frank
stated that the grader blade keeps dropping down when grading
the road and you can’t maintain a level on it. Frank felt it’s
a problem with the hydraulics somewhere.
Old Business
Jen
stated she had received a call back from the League of MN Cities
as far as what they recommend we do with the files in the Police
Office and cleaning it all up. The League said the Council, at
any time, can go in the office and clean it up. There would be
no problem with the Council having access to go in and box it
all up. The people doing it would just have to be cautious
about data privacy rights and disclosures. Jen stated that she
and 1 other council member will be boxing everything up and
bringing it to Hubbard County in the near future. The League
stated that it can be done at anytime. David Granthum from the
audience was concerned about any open files there might be and
the City being held liable. Jen assured him that the League had
told her if there had not been any issues filed as of this date
that the League felt very comfortable having the Council pack up
the Police Dept Files and take it to the County. Brian
Hitchcock stated that he felt the tax payers have already been
charged for Police Protection this year and Brian feels that the
City has to look into having at least a Part Time Police Officer
for right now to the end of the year. Jen stated she would like
input from the community on the matter.
A motion was made by Brian Hitchcock and seconded by Troy Hegg
and carried to approve a Special Meeting for Tuesday, June
15th, 2010 at 5:00pm.
Paul Bunyan Statue
Jen
gave an update as to where the City is at with the Paul Bunyan
Statue. Jen stated she received a letter back from one of the
attorney’s at the League of MN Cities and they are assigning a
new adjuster to come out and take another look at the statue.
They will let the City know what they determine should be our
next steps.
Hwy 34 Project
Cliff Johnson stated that Troy Hegg, Tom Moore, Frank Thelin and
himself would be meeting with Phil Bergman and another guy from
the Dept of Transportation to go over plans for the Hwy 34
project on Friday, June 11, 2010 at 1:00pm at City Hall.
Galen Negen was in the audience and asked the Council if
they had opened his bid he had brought over a month or 2 ago?
The Council replied “No”. Frank Thelin stated he did have one
other bid from Andersons.
Brian Hitchcock stated he was unaware that we had any bids out.
Frank left the meeting to go get the bids.

Mitchell stated she would not be opening the bids at this time.
Much discussion was held by the audience.
Cliff Johnson stated that we had put an ad in the paper to
have the front of the City Hall Building repaired and only 1 bid
had come in.
A motion was made by Cliff Johnson and seconded by Brian
Hitchcock and carried to approve hiring Todd Swanson to
repair the front of the City Hall Building for $700.00 which
includes materials and labor.
A motion was made by Jennifer Mitchell and seconded by Brian
Hitchcock and carried to approve having Todd Swanson repair
the 2 poles in front of City Hall for $100.00.
Kathy Duclos from the Akeley C & C was present. She
reported that the C&C has the donation box ready to be placed
down by Paul Bunyan. She said it is solid steel and no one will
take it. The C&C just has to place it somewhere by the Paul
Bunyan Statue. Kathy also reported that the Information Center
is almost done. They have all the information material ready to
be put in there. She said it’s all ready to go.

thanked the C&C for all there hard work.
Cliff Johnson stated that the City has received another bid
to do the road work from Beard Excavating. The total of that
bid is $17,410.89. For Crow Wing Lake Dr. They also gave a bid
on Crow Wing Lake Dr for $6,313.80, Cliff read through the
entire proposal.
Jen
asked if anyone had the proposal from Anderson. No one had that
proposal with them. Frank Thelin thought the price of Anderson
was around $21,000.00.

suggested the road bids/proposals be added to the Special
Meeting on 6-15-2010 at 5pm.
Frank Thelin talked about the bathrooms in the museum.
Frank stated he has had several people approach him about the
bathrooms being open so people can use them. Frank said he does
not have a problem keeping the bathrooms open but would like to
know who’s responsible for cleaning them. The first year Frank
worked for the City he stated the C&C was helping out with all
that. Brian Hitchcock stated that Cina Pidde was cleaning them
a couple years ago. Denise Rittgers stated that there is a gal
cleaning the Senior Ctr and wondered if she might be interested
in cleaning the museum bathrooms. Jen asked Denise if she would
check into that and get some prices of what it would cost before
any decisions are made. Frank Thelin said it needs to be
stalked with toilet paper and hand towels and soap also and
whose responsibility would that be and who pays? Jen said we
will check into it.
New Business
Kathy Duclos stated that the C&C would like to wrap the sign
in the park. The big board, all of its paint is coming off.
The C&C has come up with a design. It is a picture of the area
surrounded by old photos. The council thought it was a great
idea. Kathy also stated the C&C is going to be putting a web
cam on the roof of Babes Cut & Curl facing the Paul Bunyan
Statue. Kathy was wondering if they could tie into the Liquor
Store cameras. Jen stated she didn’t know how that all works.
Jen said that Lacey could contact ACS. Jen said Denise could
pull it up too at City Hall and have a live shot all the time.
Jen thought it was a great idea.
Jen said she had a letter from the ARCC which she read out
loud. It was a Certificate of support letter for a roofing
project the ARCC is doing.
A motion was made by Jennifer Mitchell and seconded by Cliff
Johnson and carried to approve completing the Certificate of
Support for the ARCC Roofing Project.
Jon Johnson from the audience stated he thought the City
should get a call list from Hubbard County on how many calls
they have answered in Akeley before the City goes ahead with any
cop decisions. Jen said that would be a good idea to have
documentation to bring to the Special Meeting on the 15th.
A citizen from the audience stood up and asked the council
if they City had gotten a # of complaints from the citizens on
Crow Wing Lake Drive. Cliff stated that they had received 2.
Jen stated 1 was concerning traffic and the other was concerning
the dust. There was much discussion about the Crow Wing Lake
Drive road. The dust, traffic, noise and water in the spring.
This gentleman was very upset. He told the council something
needs to be done and not just a band-aide. Jen asked if he had
any ideas. The conversation went around and around. The
citizen told Jen he would like to see the road split. Jen said
she appreciated all the comments. Brian Hitchcock said that
everything he is talking about is on the Agenda for the Special
Meeting. A couple other citizens stood up and spoke their
concerns regarding the same issue.
Motion by Jennifer Mitchell seconded by Brian Hitchcock and
carried to adjourn at 7:01 PM.
